​China Imposes Special Port Fees on U.S. Vessels

On October 14, 2025, the Ministry of Transport issued the “Implementation Measures for Collecting Special Port Fees from U.S. Vessels,” comprising ten articles, which took effect on the date of issuance. The measures specify the scope of U.S.-related vessels subject to fees, including those owned, operated, or holding equity above a certain threshold by U.S. entities or individuals, as well as vessels flying the U.S. flag or constructed in the United States. Exemptions apply to certain Chinese-built vessels and empty vessels entering Chinese shipyards solely for repairs. The scope and standards of fees will be dynamically adjusted based on circumstances.


The Measures stipulate fee standards, payment requirements, and penalties for violations. Fees are calculated in phases based on a vessel's net tonnage. Effective October 14, 2025, the rate of RMB 400 per net ton will be gradually adjusted to RMB 1,120 per net ton after April 17, 2028. There is a cap on the number of voyages for which a single vessel must pay fees within a year, and fees for any given voyage are payable only at the first port of call.Ship operators or their agents must submit advance notifications and complete payment before the vessel's arrival. Vessels failing to settle fees will be denied port entry/exit clearance, and those evading payment must settle outstanding amounts at their next port call.
